 Subject: Fixation of pay under Rule 1313 FR22(I)(a) R-II (erstwhile FR 22-C) on promotion from one post to another carrying identical scales of pay.

             Reference is invited to Board's letter of even number dated 24.5.1999 (Bahri's R.B.O. 119/99) read with letter dated 23.6.1999 (Bahri's R.B.O. 145/99) permitting fixation of pay under Rule 1313 FR 22 (I) (a) R-II (erstwhile FR 22-C) in certain specific situations of promotions from one post to another in identical scale, made during 1.1.1996 to 31.12.1995. Subsequently, proposals / requests were received from the Railway administrations / Staff federations seeking similar benefit in a number of other situations of movement from one post to another in identical scale. The same were examined in this office. However, it has not been found feasible or desirable to accede to the requests for extending the above benefit in these situations for want of enough justification. 

2.   However, the President is pleased to decide that the benefit of fixation of pay under Rule 1313 FR 22 (I) (a) (1) R-II (erstwhile FR 22-C) may be permitted in the following cases of promotion made from 1.1.1996 onwards.

(i)   Console Sudt.                                                         Asstt. Programmer

      (Rs. 7,450 – 11,500)                                              (Rs. 7,450 – 11,500)

(ii)  Shunting Master Gr. I                                             AYM

      (Rs. 5,000 – 8,000)                                                (Rs. 5,000 – 8,000) 

3.   The persons concerned may be given an option to be exercised within a period of three months from the date of issue of these orders for re-fixation of pay under Rule 1313 FR 22 (I) (a) (1) R-II. Arrears may be allowed wherever due. 

4.   This issues with the concurrence of Finance Directorate of Ministry of Railways (Railway Board).
