(Supplementary Circular No. 2 to Master Circular No. 28)

Subject: Preparation and Maintenance of Confidential Reports on non-gazatted Railway servants.

                                                                       [No. E(NG)I-2001/CR/7, dated 22.8.2001] 

            As the Railways are aware, model instructions for preparation and maintenance of Confidential Reports for non-gazatted Railway servants, circulated under the Ministry's letter No. E(NG)I-81/CR/5, dated 30th September, 1981, inter-alia  lay down time table for reporting / reviewing of ACRs and disposal of appeal against adverse remarks as under: 

(i)      The Confidential Reports for each reporting year shall be written ordinarily within one month of the close of the said year i.e. by 30th April.

(ii)     The Confidential Reports should be reviewed and countersigned by the Reviewing Authority ordinarily within one month of its receipt by him from the Reporting Authority.

(iii)    Where the Reporting Authority or Reviewing Authority retires or demits office, he should report/ review the Confidential Reports of all Railway servants working under him ordinarily within a period of one month from the date of such retirement or demission of office.

(iv)    All representations against adverse remarks, which are to be made within one month of receipt of communication regarding adverse remarks, should be dealt with and decided upon expeditiously by the competent authority i.e., normally the authority next above the Reviewing Authority and in any case within three months from the date of submission of the representaion. 

2.   AIRF have raised an issue vide agenda item No. 47/2001 for discussion in the forthcoming PNM-AIRF meeting that the instructions mentioned above are not being strictly followed, resulting in non-availability of all the Confidential Reports at the time of conduct of Selections/ Suitability Tests and consequent delay in finalisation of panel/ select lists.

3.   The matter has been considered by the Board who have decided that the CPOs should ensure by appropriate monitoring that the schedule of writing / finalisation of Confidential Reports as per Board's letter No. E(NG)I/81/CR/5, dated 30.9.1981 is strictly adhered to.2.
