Subject: Collusion of 1448 Up Express in the rear of 7330 Goods at
Danea yard of Dhanbad Division of Eastern Railway on 16.3.2003.

The
recommendation made by CRS, Eastern Circle vide para 9.10 in his final
report on the above subject is reproduced below:-
Recommendation No. 9.10
"Passing marks required
for qualifying the post training examination in subjects connected with
safety be enhanced to at least 80% for safety category trainees (para
7.6.7)''.
The above
matter has been considered by Board and it has been decided.
(a) that the written
examination and practical examination for safety categories including the
Running staff should be 60% i.e. staff must acquire 60% in written and 60%
in practical and viva to qualify the exam and with no relaxation for
SC/ST. For non-safety categories the pass marks be 50%. The repeat course
available to trainees as advised vide Board's letter No. E(MPP)2003/3/10,
dated 10.8.2000 (Bahri's 96/2000, p.112) issued under RBE No. 96/2000 will
be maintained.
(b) in the written test objective portion to constitute at least 70% of
the total marks;
(c) Training centres should nominate at least 3 of the senior
instructors/ officers specialized in each trade who would also as part of
their duty go to remote / far flung areas and organize one day/ two day
crash training at these locations. In case the need for taking a test
arises, similar procedure be followed except that the venue shall be
station complexes or suitable ret houses, etc.
(d) Counselling staff should report to the Principals regarding the
report on various staff as noted during foot plate/ inspection, etc.
The Ministry of Railways have decided to modify the "Manual
on Management of Training'' (Edition 1988) as per the Correction Slip No.
3/2003.
